1. Put the paper cups in the baking pan. Sprinkle some decorative candies in the bottom of each paper cup.
2. Put the pudding mix in the mixing bowl. Add milk. Use the wire whisk or rotary beater to beat pudding until well mixed. Spoon pudding into paper cups.
3. Cover each cup with foil. Use the knife to make a small hole in center of foil. Slide a wooden stick through the hole and into the pudding in the cup.
4. Put the baking pan in the freezer. Freeze pops 4 to 6 hours or until pudding pops are firm. Remove from freezer. Remove foil and tear paper cups away from pudding.
